Programme Manager

London hybrid HYBRID

DEPARTMENT DESCRIPTION

Content Management is responsible for supporting content delivery across the portfolio: Streaming, Linear, Programme Information and Access Services. The department supports all content initiatives, platform launches, live events and the accessibility of programming. The department is business critical; it continues to be at the forefront of change to meet multiple business requirements and proactively supports strategic growth opportunities. The Director of Content Management reports into the Chief Operating Officer.

JOB PURPOSE

The Content Process Programme requires an experienced Programme Manager who has worked within the project delivery sector. Leading varied Programme Management activities in support of programme and project delivery on business changes initiatives.

The role holder will oversee the planning, execution, and delivery of a complex cross-functional set of organisation wide projects that align with the goals and objectives of the CCP Programme. The programme will drive a series of business change initiatives across the end-to-end content media delivery pipeline.

They will manage a portfolio of projects aimed at enhancing digital capabilities, delivery processes, improving audience engagement, and supporting the organisation's commitment to delivering high-quality content on innovative platforms. This will involve collaborating with internal stakeholders at all levels, external vendors, and technology teams to ensure successful programme delivery within scope, time and budget.

KEY RESPONSIBILITIES

Programme Management
Oversee the complete management of the CCP programme, ensuring it aligns with both the programme objectives and the strategic priorities of the organisation.
Develop and maintain detailed programme plans, defining scope, timelines, milestones, resource allocation strategies and deliverables.
Manage programme budgets, forecasts, and financial tracking, ensuring that expenditures align with financial objectives.
Identify and manage dependencies, risks, and issues across projects, implementing mitigation strategies where necessary.

Stakeholder Engagement
Act as the key liaison between the programme team and senior stakeholders, providing regular updates on programme progress, risks, and opportunities.
Expert in stakeholder relationships and networks, delivering messaging and getting buy in at the appropriate level.
Develop highly effective negotiation, communication and reporting strategies with senior stakeholders.
Work closely with internal departments to ensure solutions meet business needs.
Engage with external partners, vendors, and suppliers to secure resources, negotiate contracts, and ensure a high quality of delivery.
Transformation:
Experience of driving transformational change projects both operationally and technically, with a strong understanding of the Media Landscape.
Drive continuous improvement of systems, tools, and processes to enhance operational efficiency and support future innovation.

Team Leadership:
Lead and mentor project managers, business analysts and other programme team members, fostering a culture of collaboration and high performance.
Promote agile working practices, ensuring teams can respond to change and deliver value in fast-paced, dynamic environments.
Provide direction, coaching, and development opportunities for team members, enabling growth in technical and leadership capabilities.
Foster a culture of continuous improvement by implementing lessons learned and best practices across the programme team.

Compliance and Governance:
Ensure the programme complies with internal governance processes, relevant regulatory and compliance standards related to public service broadcasting and data protection.
Ensure compliance with data protection and security policies, particularly with respect to audience and operational data.
Make sure the program adheres to the organisation's delivery guidelines, following both EPMO and TPMO standards.
Develop and enforce governance frameworks for project execution, ensuring transparency and accountability throughout the programme lifecycle.

ESSENTIAL EXPERIENCE & SKILLS
Proven experience (5+ years) managing large-scale programmes within a media, broadcasting, or digital environment.
Excellent project management skills with a deep understanding of both agile and waterfall methodologies.
Strong stakeholder management and communication skills, capable of influencing, negotiating and collaborating with C-suite executives and cross-functional teams.
Experience managing third-party vendors, negotiating contracts, and maintaining supplier relationships.
Ability to manage multiple concurrent programmes, ensuring timely delivery and high-quality outcomes.
Financial acumen and experience managing large budgets.
Strong problem-solving skills, with the ability to anticipate issues and devise effective solutions.
Relevant qualifications in project management (e.g., PMP, PRINCE2 certification) are preferred.
Highly organised and analytical with excellent attention to detail.

DESIRABLE EXPERIENCE & SKILLS
Solid understanding of the challenges and opportunities in public service broadcasting, including regulatory frameworks.
Strong understanding of media technologies, including content management systems, video distribution platforms, and data analytics.
Knowledge of VOD/Broadcast domain.
Proven experience of RFP's, RFI submissions, and related lifecycle activities
Passion for media and broadcasting with a keen interest in how technology can transform content delivery.
Adaptability and flexibility in managing change and shifting priorities.
Hybrid working

From September 2023, C4 has operated a 60/40 working pattern, equating to three office days per week. Employees then have the flexibility to decide where they spend the rest of the working week. All our offices are open five days a week.
